What happened: MSDE reports expanded industry-aligned skilling, RPL recognition, and apprenticeship pathways

The Ministry of Skill Development and Entrepreneurship (MSDE) operates skill, re-skill and up-skill training under the Government of India’s Skill India Mission (SIM). MSDE delivers training through skill development centres under multiple schemes, including Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs). MSDE’s stated aim is to make youth “future-ready” with industry-relevant skills and link training to apprenticeship and job opportunities.

MSDE says it is aligning training with industry requirements using a combination of standards regulation, industry partnerships, sector-led planning, and apprenticeship routes integrated into education.

Background and earlier position: existing institutions, schemes and employer role limits

MSDE’s sector-wide skilling system includes a quality-regulation layer and several delivery mechanisms. The National Council for Vocational Education and Training (NCVET) is described as the overarching regulator for the Technical and Vocational Education and Training (TVET) space, while the Directorate General of Training (DGT) implements industry-linked training arrangements through flexi MoU and Dual System of Training (DST) in collaboration with industries.

For apprenticeship, MSDE’s note highlights the legal limit on employer obligations. Under the Apprentices Act, 1961, employers are not under a statutory obligation to offer regular employment to apprentices after apprenticeship completion. Within that constraint, MSDE emphasises industry-led apprenticeship training at workplaces and sectoral outreach.
