Background and earlier position: Skill India Mission delivery through four major channels

MSDE delivers “skill, re-skill and up-skill training” through an extensive network of skill development centres/institutes under multiple schemes in SIM—PMKVY, JSS, NAPS and CTS—supported by Industrial Training Institutes and other training bodies. The release frames SIM as enabling youth to gain industry-relevant skills, including emerging areas such as Artificial Intelligence, green energy, semiconductors, logistics and tourism.

Funding and execution vary by scheme: PMKVY releases funds to implementing agencies for training cost as per prescribed norms, JSS releases funds directly to Non-Governmental Organizations (NGOs), while NAPS provides stipend support (up to ₹1,500 per month) to apprentices via Direct Benefit Transfer (DBT) and not to establishments covered.
