What happened: consultative committee review of Mission Shakti in Kolkata

Union Minister of Women and Child Development, Smt. Annpurna Devi, chaired a meeting of the Consultative Committee of Members of Parliament attached to the Ministry of Women and Child Development in Kolkata, West Bengal. The meeting reviewed three components of Mission Shakti—One Stop Centres (OSCs), Pradhan Mantri Matru Vandana Yojana (PMMVY), and SANKALP: Hub for Empowerment of Women (HEW)—with a focus on funding patterns, implementation features, monitoring tools, and recent delivery reforms.

Background and earlier position: how Mission Shakti is structured

The Ministry describes Mission Shakti as an integrated Government scheme for the safety, security, and empowerment of women. Within Mission Shakti, two key funding-oriented groupings were highlighted in the meeting: “Sambal” and “Samarthya”. “Sambal” covers One Stop Centres, Women Helpline, Beti Bachao Beti Padhao, and Nari Adalat. “Samarthya” covers Hubs for Empowerment of Women, PMMVY, Shakti Sadan, Sakhi Niwas, and Palna.

Funding patterns explained (Centre–State/UT sharing)

Under Sambal, the Central Government provides 100% financial assistance to States and Union Territories (UTs). Under Samarthya, funding is shared between the Centre and States in the ratio of 60:40. For North Eastern and Special Category States, the ratio is 90:10. For UTs without legislature, the Ministry stated that the Central Government provides 100% Central funding.
